We don't need the kludge with a global variable if we set

Introduce /ctrlact snoop

Snooping on a channel means ctrlact will apply rules as if you had been
active on the channel at the time you issue the command — without you
actually having to engage and/or let anyone know.

If a rule matches within the attention span (i.e. within a certain
period following one's own engagement), then display how long this rule
will continue to match (remaining time).

Rework command line parser

Provide a unified way to parse Irssi command lines for all our commands.
In theory, this means that arguments like rule position will be parsed
also for e.g. /ctrlact query, where this makes no sense, but so what. If
there's a problem, we can react to it in the command handler.

Implement attention span

Rules can now be given an "attention span" such that they apply only
a certain period following your own engagement in a channel. For
instance, you might ask a question in a channel you'd usually only track
for hilights, and thus want to see activity for all messages for the
next hour.

A 1.3 config file is actually a valid 1.4 config file, so we don't need
to special-case anything, and thus let's keep things simple.

a specified position. If a matching rule already exists, it is replaced.

/ctrlact remove does the opposite.
