haproxy: Update HAProxy to v1.8.9
- Update haproxy download URL and hash
- Removed all obsolete patches
- Added logic to Makefile to only append the patch-version to the HA-Proxy version if we actually applied any patches (PKG_RELEASE!=00)
haproxy: Add a script for package maintainers to simplify upstream patch collection
Manually fetching patches is cumbersome so I created a simple bash-script which uses Git-mechanisms to collect all patches inside a branch from a specific TAG to the current HEAD revision.

haproxy: Fix Lua-support on non-mips(el) targets.
- the Lua-support logic was cleaned up to unbreak Lua-support on non-mips(el) targets. Previously, no target had Lua-support.
- mips and mipsel are both known to currently not build with Lua-support enabled => disable both.
- mips64 and mips64el were tested fine with Lua-support enabled.
Recently added symbols CONFIG_LIBSSH2_MBEDTLS and CONFIG_LIBSSH2_OPENSSL
require a rerun of ./configure when their selection changes. So add them
to PKG_CONFIG_DEPENDS accordingly.

sqm-scripts: Fix return value bug in postrm script
The script removes the UCI option ucitrack.@sqm[0] if present and then
returns success. If that UCI option is already absent however, the
script incorrectly returns failure, which blocks upgrade of the
luci-app-sqm package.

upstream recently. Import the corresponding PR

libxslt: remove $(FPIC) from TARGET_CFLAGS
libxslt already makes sure that the compiler emits position-independent
code. Adding $(FPIC) makes no difference. In addition the libxslt build
system puts its own flag behind the CFLAGS, overriding whatever was set
before.
Also with $(FPIC) in CFLAGS even the libxslt utils get compiled with
PIC, which us undesirable.

- pixman is now not part of the release tarball and is required as an
external dependency
- archipelago is removed by upstream

sqlite3-cli: use shared library to link sqlite3 binary
The sqlite3 binary was linked against the static library of libsqlite3.
It now uses the .so library of the libsqlite3 package. This dropped size
of the sqlite3 binary from 652k to 91k.
