pcsc-tools: update to 1.7.4

1.7.4 (13 February 2026):
 - pcsc_scan: use different variables for spin running and state
 - pcsc_scan: give some time to the spinner thread in spin_start()
 - Various ga workflow improvements (Windows artifact upload, etc.)
