luci-app-ddns: fix handleReloadDDnsRule

When DDNS is running, `dynamic_dns_lucihelper.sh` fails to reload.
It only starts when DDNS is stopped, which contradicts the button description.
Therefore, changed to `/etc/init.d/ddns restart section_id`.
