CMake update for vsbuild.

* js/cmake-vsbuild:
  cmake(install): include vcpkg dlls
  cmake: add a preparatory work-around to accommodate `vcpkg`
  cmake(install): fix double .exe suffixes
  cmake: support SKIP_DASHED_BUILT_INS
