Fix an earlier regression in the test suite, which mistakenly
stopped running HTTPD tests.

* sg/git-test-boolean:
  ci: restore running httpd tests
  t/lib-git-svn.sh: check GIT_TEST_SVN_HTTPD when running SVN HTTP tests
