Allow customizing the paths to Perl modules with the new
PERLLIB_EXTRA makefile variable.

* jn/perl-lib-extra:
  Makefile: add PERLLIB_EXTRA variable that adds to default perl path
  Makefile: rebuild perl scripts when perl paths change
