2to3: remove package

This package is only used by `fail2ban`. After updating `fail2ban` to
`1.1.0` (2a202b2091336cd04d58d797021e278ba9d3f5ae), the `2to3` package
is no longer needed. If required, anyone can reintroduce the package.
