ewah: delete unused 'rlwit_discharge_empty()'

Complete the removal of unused 'ewah bitmap' code by removing the now
unused 'rlwit_discharge_empty()' function. Also, the 'ewah_clear()'
function can now be made a file-scope static symbol.
