libudev-zero: bump to 1.0.3

libudev-zero bump to 1.0.3. Resolves bug with USBIP.

Error behavior with USBIP attach:
libusbip: error: no available ports
usbip: error: open vhci_driver
usbip: error: list imported devices

Expected behaviour - USBIP:
root@OpenWrt:~# usbip port
Imported USB devices
