python-websocket-client: update to 1.3.2

 - Add support for pre-initialized stream socket in new WebSocketApp
 - Remove rel.saferead() in examples (f0bf03d)
 - Increase scope of linting checks (dca4022)
 - Start adding type hints (a8a4099)
