libwebsockets: update to 4.1.6

This is a major version bump, from 3.x to 4.x, and continues the path
towards a mail client.

New features:
* ntp client
* dns resolver
* mqtt client
* number humanizing string helpers

License change upstream.
cmake options tweaked to match current upstream defaults again.

Tested with mosquitto and ttyd.
