sysrepo: bump to 3.7.11

Bump sysrepo to 3.7.11 to to fix support for CMake >= 4.0 version.

Drop any upstream patch.

Update the CMake options to the new unified SYSREPO_SETUP that replace
the old GENERATE_HOSTKEY, INSTALL_MODULES and MERGE_LISTEN_CONFIG.
