xinetd: update to 2.3.15.4

Instead of the xinetd-org sources, the OpenSUSE fork is used now
because the xinetd-org version is not maintained anymore. This fork
is used by Debian too and obsoletes the patches that were used
previously for the packaging at OpenWrt.
