Updated script to new version (170523)

- added command to pause a quiz (/qpause)
- added command to ignore nasty users (/qignore)
- script now ASCIIzes diacritic marks (utf8 and pl language only)
- ability to turn on bonus points for second fastest player (this is inspired by oyey modification to Mieszacz mIRC script - now works also for Dizzy/Pomieszany)
- scoreboard for Familiada now orders teams by their score
- changed questions' colors to better visible (same as our quizbot) - user wish/request
- fixes/tweaks to word scrambler
- better anti-flood protection for !przyp/!remind command (previously it worked only when question was reshuffled)
- merged both language versions to one script, now you can switch them at any time with /set quiz_lang en/pl
- as usual - some minor fixes/upgrades
