Revert "wget: update to 1.21.3"

With the newer wget version, wget-nossl can not be compiled due to
missing library, so let's revert it.

Package wget-nossl is missing dependencies for the following libraries:
libnettle.so.8

This reverts commit 5075f5b7010617ba916f251b418ef7c79b760b0a.
