pbr: update to 1.2.2-r10

* add support for OpenVPN netifd detection (thanks @egc112)
* add support for disable LAN->WAN forwarding when `strict_enforcement` is
  set on start and restart (thanks @egc112)
* fix: always create marking chains for interfaces
